Tripura employs more people through small firms than most states its size

Tripura had 314,007 enterprises registered on the Udyam portal as of 28 February 2026, per a Ministry of MSME reply tabled in Parliament (PIB, 2026). That is the highest count in the northeast after Assam, and it spans a workmanlike mix of industries. Two of them are nationally significant. Tripura is India's second largest natural rubber producer after Kerala, accounting for about 9 percent of national production, and the state has declared rubber based industries a thrust sector, per the Department of Industries and Commerce. The state is also home to 21 of India's 130 bamboo species, supplies around 60 percent of the country's bamboo sticks for agarbatti making, and hosts India's only Bamboo Industrial Park near Agartala, per the same department.

Different industries, same employment paperwork. Here is how Offrd fits each of the state's working clusters.

Rubber processing and plantations

Processing units carry shift workers, supervisors, and seasonal intake. Offrd issues appointment letters in batches, runs payslips with PF and ESI, and tracks attendance at units outside Agartala through the bundled Atndnz app with QR check in and geofencing.

Bamboo and agarbatti units

Piece work and salaried staff often sit side by side. Offrd keeps the salaried side clean: offer letters, monthly payslips with the PT line Tripura requires, and full and final settlement when workers move on. The F&F module uses the same salary heads as the payslips.

Retail and trading in Agartala

Shops registered under the 1970 Act can now operate all week under the 2018 amendment, provided rest day rules are met. Offrd's attendance management tracks who worked the rest day, so double wage obligations are visible, not guessed.

Private schools, coaching, and clinics

Teachers, technicians, and admin staff need appointment letters, increment letters, and predictable payroll. The offer letter generator produces branded, compliant letters in minutes, and the policy builder writes the POSH policy every institution must have.

Hotels and tourism

Headcount moves with the season. Pay per document pricing means you pay 99 rupees only when you generate, and nothing in quiet months. Employees see payslips and apply for leave on their phones.

IT services and agencies

Small teams hiring a few people a quarter get setup in under 2 minutes, CSV import, and the payslip generator with statutory deductions computed. No implementation cycle, no setup fee.

The Tripura statutory picture for employers

Professional tax is firmly in force here. The Tripura Professions, Trades, Callings and Employments Taxation Act, 1997 puts the deduction duty on the employer: PT comes out of salary and the employer pays it on the employee's behalf, with registration required within 90 days of becoming liable, per the Act text published by the Taxes and Excise Organisation. Payments run through the state's portal at ptax.tripura.gov.in. Rates follow notified schedules, which change, so Offrd keeps the PT line configurable rather than hard coded.

Shops and establishments register under the Tripura Shops and Establishments Act, 1970, with renewal due within 30 days after the three year validity ends, per the Directorate of Labour. The Directorate also publishes minimum wage revisions for scheduled employments, including shops and establishments, on its official minimum wages page. On top of the state layer sit the central rules: EPF at 12 percent for employer and employee up to the 15,000 rupee wage ceiling, ESI at 3.25 and 0.75 percent up to 21,000 rupees gross, gratuity by the statutory formula, and mandatory written appointment letters under the Labour Codes in force since 21 November 2025. Offrd's statutory compliance engine applies all of it to every document it generates, and the ESI contribution calculator lets you preview any salary before you offer it.

Why 4,000+ Indian companies picked this approach

Offrd does five things: documents, payroll, attendance, leave, and policies, from offer to full and final settlement. It does not sell OKR modules, 360 reviews, or expense management, which is why setup takes under 2 minutes instead of weeks and why the price holds at 99 rupees a document or 50 rupees per active employee per month. For an Agartala firm of 15 people, that is a sliver of what monthly minimum HRMS suites charge, and you keep the freedom to walk away: data exports as CSV, documents are PDFs you already hold. Start with the 50 free credits, run a real offer letter and a real payslip through it, and judge the fit on your own paperwork.

Starting is an afternoon, not a project

Create the account, enter company details, and upload your employee list as a CSV. Salary structures generate from CTC with Basic at 50 percent by default, per the Code on Wages, and you adjust the outliers. The first thing most Agartala businesses generate is whatever is overdue: a pending offer, last month's payslips, or appointment letters for staff who joined on a handshake years ago. The backlog clears in evenings.

From the second month, payroll is a review rather than a build. Attendance arrives from the Atndnz app, leave sits approved in email trails, and the PT, PF, and ESI lines compute themselves. Your CA receives clean exports for filings, and the division of labour settles where it belongs: software does arithmetic, the CA does filings, you run the business.

If Offrd ever stops fitting, you leave with everything. Records export as CSV at any time, payroll history includes EPF return formats, and every document is a PDF you already hold. No lock in and no exit fee. For a small firm in a market where software vendors rarely follow through, that open door is part of the product.

Frequently asked questions

Does Tripura levy professional tax on salaries?

Yes. Under the Tripura Professions, Trades, Callings and Employments Taxation Act, 1997, employers deduct professional tax from salaries and pay it on behalf of employees. Employers liable to pay must obtain a certificate of registration within 90 days of becoming liable. The state runs an online portal at ptax.tripura.gov.in. Current rates follow notified schedules, so confirm slabs with your CA.

Do shops in Agartala need Shops and Establishments registration?

Yes. The Tripura Shops and Establishments Act, 1970 requires every shop keeper or employer to apply for registration, with renewal due within 30 days after a three year validity ends. A 2018 amendment allows shops to work all days of the week, provided each employee gets one full day and another half day of rest weekly, with double wages for work on a rest day.

Can Offrd put PF, ESI, and Tripura PT on one payslip?

Yes. Offrd computes EPF at 12 percent for employer and employee up to the 15,000 rupee wage ceiling, ESI at 3.25 percent employer and 0.75 percent employee up to 21,000 rupees gross, and a professional tax line per the state schedule, on every payslip it generates.

What does Offrd cost for a small Tripura business?

99 rupees per document on pay per use, or 50 rupees per active employee per month on subscription. Every new account starts with 50 free credits, there is no setup fee, and the Atndnz attendance app is bundled free for paying users.

Does Offrd work for rubber and bamboo units outside Agartala?

Yes. The bundled Atndnz app tracks attendance with QR check in, GPS, and geofencing, which suits processing units and field teams away from the city. Employees view payslips and apply for leave on their phones, and managers approve by email.

What this costs a typical Agartala firm

Take a 25 person trading company issuing 5 documents in a normal month. On pay per use that is 495 rupees. On subscription it is 1,250 rupees a month with unlimited documents and payroll for the whole team. Compare either number with a consultant's per letter fee of 500 to 2,000 rupees, or with HRMS suites whose monthly minimums start near 3,000 rupees before add ons, and the gap is not subtle. A rubber processing unit with 60 workers lands at 3,000 rupees a month on subscription, attendance app included, which is roughly what larger suites charge before a single optional module is switched on. The 50 free credits on signup mean the trial costs nothing, and since records export as CSV whenever you want, the risk of trying stays where it should: near zero.

How does overtime work for (mixed) smaller states and union territories employers?

Where it applies, overtime is paid at twice the ordinary rate of wages, and the daily and weekly hour caps come from the state Shops and Establishments Act or the Factories Act depending on the establishment. Managerial and supervisory roles are usually outside the overtime provisions, and where the line falls is set by the applicable Act rather than by the job title.

The record matters as much as the rate. Overtime claimed without an hours record is hard to defend either way.

Which offices handle HR compliance for a business in Tripura?

What changes at the West Tripura district boundary and what does not, for an employer in Tripura.

District
West Tripura source
Professional tax
Levied. The Tripura Professions, Trades, Callings and Employments Taxation Act, 1997, administered by the state taxes department; rates have been revised by notification under that Act source
Shops and Establishments
Authority here: The Tripura Shops and Establishments Act, 1970 applies, but section 16 (Registration of shops and establishments) was DELETED by the 5th Amendment of 2021 with effect from 15.05.2021, so there is no longer a registration certificate to obtain under this Act. source
Worth knowing here
Two Tripura-only points an employer should know. First, the deletion of section 16 in 2021 means Tripura is one of the very few states where no shops and establishments registration certificate is issued at all. Second, section 18 makes a written letter of appointment to every employee a statutory duty of the shop-keeper or employer, and the 6th Amendment of 2024 took effect on 10.03.2025, so the Act is actively being amended source
What does not change
None of the central law moves for Tripura. Provident fund, employee state insurance, gratuity, bonus and salary tax deduction are set nationally.

Where do Agartala employers sit, industry by industry?

Tripura's own industries department and MSME-DI Agartala sites were unreachable during our research, so this page is built around the one dated, government published table we could confirm, a subsidy scheme count rather than a full industrial picture.

PMEGP scheme performance, statewideTripura787 projects in 2014-15

Falling to 642 projects in 2015-16, with employment generated of 6,333 and then 5,355 respectively, and margin money utilised of Rs 13.34 crore and then Rs 9.46 crore, per the ministry's own state wise achievement record. These are scheme totals for the whole state, not Agartala specific, and are roughly a decade old.

Treat any claim about Tripura's bamboo or rubber sector size with caution until confirmed against the state's own industries department directly.

Confirm this before you rely on it. The PMEGP figures come from the ministry's own state wise achievement record, dated 2014-15 and 2015-16, and cover the whole state under one subsidy scheme, not Agartala district specifically. We could not reach Tripura's state industries department or MSME-DI Agartala's own site during this research, so no district level MSME count or cluster figure is stated here. What should a small employer do about the labour codes now?

Three things. Make sure exits can be settled within two working days, which is a data problem rather than a legal one. Look at the salary structure against the new wage definition. And keep following the state Shops and Establishments Act for leave, hours and registration, because those continue to apply.

Everything else can wait for the rules to settle. These three have an effect on the next employee who resigns.

When does gratuity become payable?

After five years of continuous service with the same employer, calculated as last drawn wages multiplied by 15, multiplied by completed years, divided by 26. A final part year above six months counts as a full year. The amount is capped at 20 lakh rupees.

Three situations skip the five year rule. Death and permanent disablement pay out at any tenure. A fixed term employee engaged directly becomes eligible after one year, on a proportionate basis. Contract labour supplied through a contractor is the contractor liability rather than yours.

Frequently asked questions

Which district is Tripura in, for HR filings?

Tripura sits in West Tripura. Labour offices are appointed district by district, so that is the line that decides who inspects you.

Who collects professional tax from a Tripura employer?

Levied. The Tripura Professions, Trades, Callings and Employments Taxation Act, 1997, administered by the state taxes department; rates have been revised by notification under that Act.

Did the labour codes replace the Shops and Establishments Acts?

Not in practice yet. The state Acts and their rules continue in force during the transition, so leave entitlements, working hours and registration still come from the state Act that applies where you operate.

What leave does a company in (mixed) smaller states and union territories have to give?

The entitlement comes from the state Shops and Establishments Act for non factory workplaces, and it is one of the areas where the rules really do change at the border. Earned leave accrual, the carry forward cap and the qualifying period are all set state by state.

The Occupational Safety, Health and Working Conditions Code, 2020 sets a national reference point of one day of leave for every twenty days worked, eligibility after 180 days in the calendar year, and a carry forward cap of 30 days. The existing state Acts continue in force while the codes settle in.
