A growing state with its own rules of the road

Arunachal Pradesh had 48,870 enterprises registered on the Udyam portal as of 28 February 2026, per a Ministry of MSME reply tabled in Parliament (PIB, 2026). The state's new Industrial Development and Investment Policy, 2025, notified by the Department of Industries, names food processing, bamboo and cane products, textiles and Arunachal handlooms and handicrafts, and tourism among its priority sectors. Each of those sectors hires people, and each new hire generates paperwork.

Two quirks make HR in Arunachal different from the rest of India. First, the state has no professional tax statute, so payslips carry no PT line at all. Second, ESI arrived only recently: the scheme was extended to Arunachal Pradesh for the first time from 1 November 2020, beginning with Papum Pare district, home to Itanagar and Naharlagun, covering factories with 10 or more workers and employees earning up to 21,000 rupees a month, per PIB (2020). An employer here needs software that gets these details right rather than assuming every state looks like Maharashtra.

Here is what the first year with Offrd looks like for an Arunachal SME, step by step.

From first hire to first exit: a 12 month timeline

Arunachal employment basics, on one screen

ItemPosition in Arunachal Pradesh
Professional taxNot levied. The state has no professions tax statute, so payslips carry no PT deduction.
ESIExtended to the state from 1 November 2020, starting with Papum Pare district. Standard rates: 3.25 percent employer, 0.75 percent employee, up to 21,000 rupees gross.
EPF12 percent employer and 12 percent employee, capped at the 15,000 rupee wage ceiling.
Shop licencesTrade licences issue through district administration, with online services on the state's ease of doing business portal.
Appointment lettersMandatory under the Labour Codes in force since 21 November 2025.
Registered MSMEs48,870 on the Udyam portal as of 28 February 2026 (PIB).

Offrd keeps these positions current inside the product, so a payslip for a Pasighat food processing unit or an Itanagar hotel carries the right lines without anyone rereading notifications. Pricing stays the same everywhere: 99 rupees per document, or 50 rupees per active employee per month, with no setup fee and no minimum headcount. For a business hiring a handful of people a quarter, that is a fraction of what monthly minimum HRMS plans charge, and you can verify the arithmetic in an idle ten minutes with our cost per hire calculator.

Where Offrd fits Arunachal's priority sectors

The 2025 industrial policy's priority list reads like a roster of Offrd's customer types elsewhere in India. A food processing unit near Pasighat carries shift workers and supervisors who need appointment letters, monthly payslips, and attendance records an inspector can read. A bamboo and cane products firm converting artisans to salaried staff needs the formalisation paperwork done in batches, not one Word file at a time. A tourism operator in Tawang or Ziro staffs up for the season and winds down after it, which is exactly the shape pay per document pricing was built for. A handloom and textiles business in Itanagar wants payslips its bank will accept when staff apply for loans.

In each case the work is the same five things: documents, payroll, attendance, leave, and policies. Offrd does those five and declines the rest. No OKR module, no 360 reviews, no expense management, no enterprise implementation cycle. The restraint is deliberate. It keeps setup under 2 minutes, keeps the price at 99 rupees a document, and keeps the product learnable by whoever in your office already does the admin, without a training call.

And if you ever leave, you leave with everything. Records export as CSV, payroll history includes EPF return formats, and generated documents are PDFs in your hands from day one. For a small business weighing a new vendor in a state where software salesmen rarely visit, that exit door matters as much as the entrance.

Frequently asked questions

Does Arunachal Pradesh deduct professional tax from salaries?

No. Arunachal Pradesh has no professional tax statute in its state law collection, so there is no PT line on an Arunachal payslip. PF, ESI where notified, and TDS still apply under central rules.

Does ESI apply to businesses in Itanagar?

ESI was extended to Arunachal Pradesh for the first time from 1 November 2020, starting with Papum Pare district, which includes Itanagar and Naharlagun. Factories there employing 10 or more persons became eligible, covering employees earning up to 21,000 rupees a month. Coverage of other districts follows ESIC notifications.

How do shops in Arunachal Pradesh register?

Shops in Arunachal Pradesh commonly operate on trade licences issued through the district administration, and the state offers online licence services through its ease of doing business portal. The state Labour Department lists registration services for establishments employing contract labour.

What does Offrd cost for a small Arunachal business?

99 rupees per document on pay per use, or 50 rupees per active employee per month on subscription. Every new account starts with 50 free credits. The Atndnz attendance app is free for paying Offrd users.

Can Offrd generate appointment letters that meet the Labour Codes?

Yes. Written appointment letters are mandatory under the Labour Codes in force since 21 November 2025, and Offrd generates them in current statutory formats along with offer, increment, probation, and separation letters.

Who should pick something else

Candour saves everyone time. If your company runs past 200 employees with a dedicated HR team, an OKR cadence, and a formal review cycle, a full HRMS will serve you better, and we will say so on the demo call. If your single biggest pain is automated statutory filing rather than documents and payroll arithmetic, a payroll first product with filing rails is the closer fit. Offrd is for the 5 to 75 person business that wants the basics done well at a price that does not need a committee to approve. In Arunachal Pradesh, where the median registered enterprise is small and the consultant network is thin on the ground, that describes most employers we meet. The 50 free credits exist so you can test that claim against your own paperwork before spending a rupee.

Where does a Arunachal Pradesh employer register and file?

The offices below are the ones a Arunachal Pradesh employer actually deals with. Arunachal Pradesh is in Statewide district, and the district matters because several of these are district level appointments.

District
Statewide source
Professional tax
No professions tax Act traced for Arunachal Pradesh. The Department of Tax and Excise, Government of Arunachal Pradesh describes itself as administering the Excise Act and Rules and VAT/GST only, and lists no professions tax legislation. source
Shops and Establishments
Authority here: No state Shops and Establishments Act traced. The Department of Labour and Employment, Government of Arunachal Pradesh publishes only the four central labour codes (Code on Wages, Code on Social Security, Industrial Relations Code, OSH and WC Code) under Acts and Rules. source
Labour office
Labour Commissioner, Department of Labour and Employment, Government of Arunachal Pradesh, email lcarunachal2001[at]gmail[dot]com; Secretary (Labour), email secretarylabourarunachal[at]gmail[dot]com. District setup: a District Labour Officer or in-charge Labour Officer in each district, including separate postings for Capital Region Itanagar and for Papum Pare source
Worth knowing here
The Labour and Employment Department's own organisational table treats Capital Region Itanagar and Papum Pare as two separate districts, each with its own Labour Wing posting, so an Itanagar employer and a Naharlagun/Papum Pare employer deal with different Labour Officers. source
Not local at all
None of the central law moves for Arunachal Pradesh. Provident fund, employee state insurance, gratuity, bonus and salary tax deduction are set nationally.

Which Arunachal Pradesh industries are you hiring for?

Arunachal Pradesh's industries department runs its main public information as a single page app that serves essentially no data, and we could not find a single registered unit count, cluster or named employer for the state from any government source. That gap is worth stating plainly rather than filling with guesses.

Is a notice period enforceable in India?

The clause itself is binding, because a signed appointment letter is a contract under the Indian Contract Act, 1872. What no Indian court will do is order a person back to work. Enforcement runs through money, usually recovery of pay for the unserved days through the full and final settlement.

That is why the deduction authority in the appointment letter matters. Without it, recovering notice pay from the settlement is harder than it needs to be.

whether notice periods are enforceable

What maternity leave does an employee get?

Twenty six weeks of paid leave for the first two children under the Maternity Benefit Act, 1961 as amended in 2017, and twelve weeks from the third child onward. Up to eight of those weeks can be taken before the expected date of delivery. Adoptive and commissioning mothers get twelve weeks in the circumstances the Act sets out.

The Act applies to establishments with ten or more employees, and entitlement needs eighty days of work with the employer in the twelve months before the expected date of delivery.

Frequently asked questions

Which district handles filings for Arunachal Pradesh?

In Statewide. Filings for a Arunachal Pradesh employer go to offices appointed for that district rather than for the town.

Who collects professional tax from a Arunachal Pradesh employer?

No professions tax Act traced for Arunachal Pradesh. The Department of Tax and Excise, Government of Arunachal Pradesh describes itself as administering the Excise Act and Rules and VAT/GST only, and lists no professions tax legislation.

Can an employer refuse to accept a resignation?

It can decline to waive the notice period, but it cannot compel continued work. In practice the choice is to hold the employee to the notice, accept a buyout, or waive it. Withholding the relieving letter as a bargaining chip tends to create a bigger problem than it solves.
