Dear founder running a business in Leh or Kargil,

You run one of the most seasonal businesses in India. A guesthouse that fills by May and empties by October. A travel company whose payroll triples for five months. A pashmina or food processing unit balancing artisan piece work against salaried staff. Whatever the mix, your employment paperwork has a rhythm unlike anywhere else in the country, and most HR software simply ignores it.

You are also not alone, even if it can feel that way at altitude. Ladakh had 20,264 enterprises registered on the Udyam portal as of 28 February 2026, per a Ministry of MSME reply tabled in Parliament (PIB, 2026). The UT administration's own investment plan under the RAMP programme, published by the Industries Department, describes an economy built on small units: stone carving, pottery, metal work, food processing, handlooms, and pashmina. Small units, real employers.

And the obligations are real too. The Shops and Establishment Act, 1966 is among the labour laws implemented in Ladakh, per the Kargil district administration, and the UT Labour Department handles registration and renewal of shops and commercial establishments. Written appointment letters became mandatory across India under the Labour Codes in force since 21 November 2025. EPF runs at 12 percent for employer and employee up to the 15,000 rupee wage ceiling. One small mercy: no professional tax deduction applies in Ladakh today. The UT's State Taxes Department administers GST and the Motor Spirit and Diesel Oil Act, and lists no professions tax.

Here is what we built Offrd to do for a business like yours.

April, before the season. You hire. The offer letter generator turns a name, a role, and a CTC into a branded, compliant offer in minutes. The salary annexure balances itself to the total you enter, so a cook, a guide, and an accounts assistant each get a correct structure without you doing the maths. Onboarding verifies Aadhaar, PAN, and bank details before day one.

May to September, in season. Payroll becomes routine instead of a monthly scramble. The payslip generator applies PF, ESI where applicable, and gratuity accrual on its own, and your staff see their payslips on their phones. Attendance runs on the bundled Atndnz app, with QR check in at the property and GPS for drivers and guides spread across Nubra or Zanskar. Leave requests go to one manager by email. No approval chains, no training sessions.

October, when the season closes. The part most tools fumble. Full and final settlement is a dedicated module in Offrd, with reference numbers, standard deduction heads, and exit payouts pulled from the same salary data as the payslips. Your seasonal staff leave with clean paperwork, and rejoining them next April is an import, not a rebuild.

Winter. You pay nearly nothing. That is the point of pay per use. At 99 rupees per document, an empty month costs you zero, and there is no minimum seat count quietly billing you while the snow falls. If your team becomes year round, the subscription at 50 rupees per active employee per month is there when the arithmetic favours it. Use the CTC versus in hand calculator to sanity check any structure before you offer it.

One more thing, because Ladakh is changing fast. The Ministry of Home Affairs has approved the creation of five new districts, Zanskar, Drass, Sham, Nubra, and Changthang, taking Ladakh from two districts toward seven, per PIB (2024). More administration means more local hiring, more contractors, more establishments that need their paperwork in order. Getting your records clean now is cheaper than untangling them later.

We will not pretend to be what we are not. Offrd does not do performance reviews, OKRs, or deep recruitment pipelines, and a 12 person Leh tour operator does not miss them. We do documents, payroll, attendance, leave, and policies, and we do them well for 4,000+ Indian companies. Try us with the 50 free credits every new account gets. If the platform does not fit, your data exports as CSV and your documents are PDFs you already hold.

What the first month with Offrd looks like in Leh

Week one is account setup and the employee list, which for most Ladakh teams means a CSV with 8 to 40 rows. Salary structures generate from CTC, with Basic defaulting to 50 percent under the Code on Wages. Pending offers go out first, because a candidate waiting on paper is a candidate still interviewing elsewhere.

Week two, onboarding catches up with reality. Aadhaar, PAN, and bank details get verified for people who may have joined months ago on a handshake. Appointment letters follow, which matters now that written appointment letters are mandatory under the Labour Codes. The backlog clears in evenings, not weekends.

Week three, attendance moves off paper. A QR code at the property or office, the Atndnz app on staff phones, GPS for drivers and field crews. The first consolidated report usually surprises someone, in both directions.

Week four is the first payroll run. PF computed where it applies, ESI where the unit is covered, no PT line because Ladakh levies none, and payslips on phones. Whoever used to build the Excel sheet reviews instead of builds. From the second month the routine is an afternoon, and the founder's attention goes back to the season, the supply run, or the next booking. That reclaimed attention, more than any feature, is what a small Ladakh employer is actually buying.

Frequently asked questions

Is there professional tax on salaries in Ladakh?

No professional tax deduction applies in Ladakh today. The UT's State Taxes Department administers GST and the Motor Spirit and Diesel Oil Act, and lists no professional tax. PF, ESI where applicable, and TDS follow central rules.

Which Shops and Establishments law applies in Ladakh?

The Shops and Establishment Act, 1966 is among the labour laws implemented in the UT of Ladakh, per the Kargil district administration. The UT Labour Department handles registration, licensing, and renewal of shops and commercial establishments.

Does Offrd suit seasonal businesses in Leh?

Yes. Pay per document pricing means a guesthouse or tour operator pays 99 rupees only when generating a document. You can issue offer letters in April, payslips through the season, and full and final settlements in October, then pay nothing over winter.

Can my staff in Ladakh see payslips on their phones?

Yes. Employees view payslips and apply for leave from their phones. Attendance through the bundled Atndnz app works with QR check in and GPS, which suits teams split between a Leh office and field locations.

How quickly can a Ladakh business start with Offrd?

Setup takes under 2 minutes from any browser. Enter company details, add employees, and generate your first document the same day. Every new account includes 50 free credits, and there is no setup fee.

Does Offrd work with Ladakh connectivity and support?

Two practical questions come up from Ladakh buyers before any feature talk. First, connectivity: Offrd is a cloud platform that runs in a normal browser, and documents once generated are PDFs on your device, so a patchy evening connection does not hold your paperwork hostage. Attendance records sync when the phone finds network again. Second, support: there is no field sales office in Leh and we will not pretend otherwise, but support runs over email at service@offrd.co and phone at +91 89258 11519, from a team that works with 4,000+ Indian SMEs and has seen most problems before yours. The product is also small enough to learn without help. Five modules, plain screens, no jargon. Most owners are generating documents within the first hour, which is the kind of self reliance a business at the end of a long supply road already understands.

Ready before the season opens

What leave does a company in (mixed) smaller states and union territories have to give?

The entitlement comes from the state Shops and Establishments Act for non factory workplaces, and it is one of the areas where the rules really do change at the border. Earned leave accrual, the carry forward cap and the qualifying period are all set state by state.

The Occupational Safety, Health and Working Conditions Code, 2020 sets a national reference point of one day of leave for every twenty days worked, eligibility after 180 days in the calendar year, and a carry forward cap of 30 days. The existing state Acts continue in force while the codes settle in.

Where does a Ladakh employer register and file?

An employer here answers to Ladakh for some of this and to central law for the rest.

Professional tax
No professions tax legislation traced for the Union territory of Ladakh on an official Ladakh source. Note that the neighbouring UT of Jammu and Kashmir does have an unrepealed Professions, Trades, Callings and Employment Tax Act. source
Shops and Establishments
Authority here: Labour Department, Administration of Union Territory of Ladakh. The department states that its mandate includes 'ensuring registration, licensing and renewal of the shops and commercial establishments and contractors under various labour laws'. source
Labour office
Labour Department, Administration of UT of Ladakh, headed at UT level by the Deputy Labour Commissioner (, JKAS, ), with Assistant Labour Commissioners as district heads: ALC Leh (, JKAS, ) and ALC Kargil (, JKAS, ), plus Labour Officer Leh and Labour Officer Kargil. Administrative Secretary:, IAS source
Worth knowing here
Ladakh has a two-tier labour administration for a two-district UT: a Deputy Labour Commissioner for the whole territory and an Assistant Labour Commissioner heading each of Leh and Kargil, so a Leh employer and a Kargil employer deal with different offices. The Administration states it is adopting the four central labour codes source
Unchanged by district
Provident fund and employee state insurance contributions, gratuity, statutory bonus and salary tax deduction are national law. Ladakh changes none of them.

Please check this before you act on it. Offices move, jurisdictions get redrawn and rates are revised, often quietly. Ring the department to confirm the address, and get your CA or labour adviser to sign off the compliance position. Treat this as background, not advice. Offrd is independent of every office named above. Checked on 12 September 2026. If a detail has moved since, write to service@offrd.co.

What kind of employers is Offrd built for in Ladakh?

Ladakh's industries department is a real, functioning administrative structure with named policies and offices, but we could not find a single registered unit count, turnover figure or named employer for the union territory from any government source.

Confirm this before you rely on it. Ladakh's industrial base is genuinely thin in what is publicly documented. We have reported the administrative structure and named policies that do exist rather than estimate a unit count or employment figure that no government source actually states. Office addresses and contact details can change on a notification you will not see. Verify the office and its current jurisdiction before you act on it, and take advice from your chartered accountant or labour law adviser. None of this is legal or tax advice. Offrd has no connection to the offices named and does not represent them. Checked 12 September 2026. Spot something out of date? Tell us at service@offrd.co.

What does the monthly provident fund filing involve?

A return listing every covered employee, their wages for the month, their contribution and the employer share, filed with the fund office along with the payment. Days of loss of pay change the wage figure, so attendance for the month has to be settled before the return can be prepared.

Offrd produces the payroll and payslip records that the return is built from, including the basic and dearness allowance base for each employee. Filing itself is done on the fund portal.

the electronic challan cum return

How does overtime work for (mixed) smaller states and union territories employers?

Where it applies, overtime is paid at twice the ordinary rate of wages, and the daily and weekly hour caps come from the state Shops and Establishments Act or the Factories Act depending on the establishment. Managerial and supervisory roles are usually outside the overtime provisions, and where the line falls is set by the applicable Act rather than by the job title.

The record matters as much as the rate. Overtime claimed without an hours record is hard to defend either way.

Frequently asked questions

Who collects professional tax from a Ladakh employer?

No professions tax legislation traced for the Union territory of Ladakh on an official Ladakh source. Note that the neighbouring UT of Jammu and Kashmir does have an unrepealed Professions, Trades, Callings and Employment Tax Act.

What happens if provident fund is deposited late?

Interest and damages apply for the delay, and the employee share held back is treated seriously because it was deducted from wages. The practical answer is to close attendance early enough that the return is ready before the due date.
