Paradip runs on the port. Around it work stevedoring contractors, transport fleets, freight agents, warehouse operators and maintenance services, employers whose people are spread across berths, yards and highways rather than sitting in one office. What the calculator leaves out
The rupee comparison above undercounts the case, because drafted documents are the visible spend. The invisible one is time and sequence. A consultant drafted letter takes days to come back, and in crewing work days matter: a joiner cannot get a gate pass processed while his appointment letter sits in someone's pending folder.
