Only once twenty employees are on the rolls, unless the establishment opts in voluntarily. Plenty of companies register earlier because candidates ask for it and because it is easier to start clean than to backfill contributions later.
The part that catches people out is the universal account number. An employee who has worked before already has one, and it has to be linked rather than a second one created. Two active numbers for the same person is one of the more tedious things to unwind with the fund office.
It applies to employees in scheduled employments, and the schedules in most states include shops and commercial establishments. Office roles paid well above the notified rate are not a practical concern. Entry level, support and field roles at a company in Agra can be, particularly once the split between basic pay and allowances is taken into account.
The test runs on wages as defined, not on the headline CTC, which is why a generous CTC can still sit on a wage that falls short.
