Why does attendance decide the payslip?

Because days paid drives everything below it. Loss of pay reduces gross wages, which reduces the employee state insurance contribution, and reduces basic pay, which reduces the provident fund contribution. A payslip built before attendance is final has to be reissued, and a contribution return built on it has to be corrected.
